This report represents a new effort by the Bureau of Indian Affairs Office of Indian Education to prepare a comprehensive education plan. The report does not attempt to answer all the questions that might arise later and may be important to the future of Indian students attending BIA schools. Rather, the report focuses on broad policy questions affecting all of BIA education and seeks to provide information and to present options for review that will facilitate the resolution of these broader issues. This final review draft contains options for future policy redirection in many areas of broad importance throughout the BIA elementary and secondary system. The report is divided into three main parts: (1) information of the state of BIA education today; (2) the long range future of BIA education; and (3) the results of recent research into the characteristics of effective schools.
